Kosovo took a step in the direction of becoming a member of the Council of Europe on Monday, amid firey opposition from Serbia.
In line with AFP, the Committee of Ministers of the Council of Europe "transmitted for opinion" Kosovo's membership utility to its Parliamentary Meeting, although it's unknown when this verdict can be delivered.
