Victoria Police have arrested a person and charged him with greater than 260 offences for harmful driving and stealing elements off vehicles throughout Melbourne's south-east.
Police allege the 22-year-old was concerned in two separate "hoon gender reveals", a observe which includes a driver doing a burnout to disclose colored smoke to announce the gender of a unborn little one.
